PLANNING AND RESEARCH

In 2002, Dr John Maluleke assisted the Department of Transport's (Capacity Development) to establish Transport Economics as a field of study at the historically disadvantaged Universities such as the North West University (Mahikeng Campus).

He is the author of Plublic Participation, Transport Planning Guidelines commissioned by the Department of Transport. In 2009, he conducted training throughout South Africa focusing on Integrated Transport Planning at Municipal level of government.

INTEGRATED TRANSPORT PLANNING PROJECTS

In 2007, Dr John Maluleke was awarded a Provincial Land Transport Framework project by the Limpopo Department of Roads and Transport. The purpose of the framework was to guide all Municipalities in Limpopo on how to prepare Integrated Transport Plans.

Dr Maluleke was further appointed to conduct a comprehensive feasibility study with a view to determining the most appropriate procurement procedure of managing government fleet.

Infra Africa Investment Holdings (Pty) Ltd was appointed by the Capricon District Manicipality to
review the District Integrated Transport Plan (DITP) as required in terms of Section 36 of the
National Land Transport Act, Act No.5 of 2009. The reviewed Capricon DITP
reflects the updated versions of the following:

    Updated Current Public Transport Record
    Updated Operating Licence Strategy
    Updated Rationalisation Plan
    Updated Public Transport Plan
    Developed Modal Integration Strategy

Dr Maluleke executed a comprehensive economic feasiblity analysis of a Greenfield project
(Gautrain project) and presented the results at the International Confrence held in Sandton in 2000

Conducted a comprehensive economic feasiblity analysis with a view to resuscitating
dormant rail network in the North West Province. (Department of Economic Development and Tourism,
North West).

Conducted a comprehensive economic feasibility analysis with a view to resuscitating rail passenger
services between Pretoria and Rustenburg in the North West Platinum Province.

Conducted a risk management study for ESKOM (Matimba) in Limpopo to enable them to obtain a
siding operating license from the Railway Safety Regulator.

Participated as an expert Panel Member of the Africa Rail Confrence (28th June 2011)
for expert input into the economic feasibility of rail Public-Private Partnerships and funding initiatives

in the rail transport industry.

Business / Tourism Development Project undertaken for the City of Tshwane

In February 2011, Infra Africa Investment Holdings (Pty) Ltd headed by Dr. John Maluleke, was apppointed by the City of Tshwane as the Project Facilitator for the establishment of the Tshwane Regional Tourism Organisation (RTO) as a private entity. Tshwane, as a capital city, has the unique opportunity to promote the "nation's stories of the past, present and future" through various symbolically rich cultural artefacts.

Dr John Maluleke crafted a District Integrated Transport Plan (2011) for the
Waterberg District Municipality. The Budget Programme of the Plan highlights projects
that are of critical importance for achieving an efficient
and effective transport system in the Waterberg District Municipal area.

The feasibility of resuscitating the dormant rail network from Lephalale to Pretoria via the
Thabazimbi rail route was one of the recommendations highlighted by the study.

In 2007 , Dr Maluleke was appointed by the Mopani District Municipality to update a Transport
Plan. Some of the highlights revealed by the study were as follows:

Non-Motorised transport is a critical mode of transport to be given attention.

The Taxi industry take upon themselves to serve persons with disability at the reduced fares,
which means that they need more economic or financial support to execute this function more
efficiently.

Rail passenger services is non-existent and should be considered for re-introduction as there was
a need expressed during the study.

The Blouberg Local Municipality appointed Infra Africa Investment Holdings (Pty) Ltd in June 2012,
to prepare the Local Integrated Transport Plan (LITP) as required in terms of Section 36 of the
National Land
Transport Act, Act No.5 of 2009. The LITP focuses on the public transport and private mode
including non-motorised transport, infrastructure,modal facilities and services.

A need was also expressed to link Musina with Lephalale by rail network.
